汉殇帝延平元年（106年），刘庆薨，刘虎威为清河王（治所在甘陵县，今山东省临清市东北）。漢安帝永初元年（107年），分清河为二国，封刘庆少子劉常保为广川王，子女十一人为乡公主，食邑奉。劉虎威在位三年，永初三年（109年）四月甲申，劉虎威薨，无子，諡號湣，侄子劉延平嗣位。
