2013年洪仲丘事件爆發，卓冠廷正在立法院擔任國會助理，協同時任立法委員林佳龍草擬《軍事審判法》及《國家安全法》等相關修法，促成跨黨派的軍法改革。2014年掌旗林佳龍角逐臺中市長大選，終以20萬票大勝對手胡志強。2014年至2019年間，於臺中市新聞局長、交通部部長辦公室主任任內，推動台中影視文創產業、獨立音樂市場、公務系統新創數位轉型，並推動美國Uber（優步）於台灣合法。2019年11月，為輔選妻子洪慈庸競選立委連任[3]，辭去交通部長辦公室主任一職。2020年5月至2021年5月攻讀柏克萊加利福尼亞大學公共事務碩士（英文名：University of California, Berkeley, Master of Public Affairs），學成歸國沈潛後，被外界視為綠營參選2022年新北市議員熱門人選，於2021年10月13日宣布投入土城、樹林、三峽、鶯歌民進黨市議員初選。

1986年出生於台灣新北市鶯歌區。父親卓建鴻（改名前叫卓建國）曾擔任鶯歌鎮民代表會副主席，母親蘇麗雪是鶯歌陶藝老街第一任理事長。成長於背景較偏向中國國民黨的家庭，在國立政治大學就學時期接觸民主與憲政相關課程後，開始對中國國民黨對白色恐怖歷史及兩岸關係論述產生質疑。而後受導師莊國榮啟蒙開啟對公共事務的興趣。
2017年4月，卓冠廷與洪慈庸宣布已低調完婚[4]。2018年10月，雙方在臉書上分享兩人「即將迎來新生命」。2019年3月，洪慈庸產下一女。
求學[编辑]
曾就讀新北市鶯歌區鶯歌國民小學、私立辭修高級中學國中部、新北市立板橋高級中學、國立政治大學公共行政學系、美國柏克萊加利福尼亞大學公共事務碩士，2009年大學畢業時遇上全球金融海嘯，求職過程遭遇重大挫折。而後進入《天下雜誌》擔任業務，而後轉職《自由時報》擔任社會中心記者。2012年前後社會運動再次蓬發，關廠工人抗爭、華隆紡織廠罷工、反媒體壟斷遊行、多元成家與婚姻平權立法開始發酵、反迫遷與環境聲音四起。卓冠廷有感年輕一代過去在學生時期被教育「管好自己」而對社會較冷漠，應該要起身參與改變，進而決定投入政治工作。
