民国16年2月任霞浦县知事，民国16年4月，北洋陸軍周蔭人部第11混成旅解編排長林宝琦因看戏与海軍陸戰隊第二旅一團一營士兵起争执，被人殴打，遂与旧部福鼎佺等于次日突袭占领县城，吴允摹遂逃往三都求援。两日后回县城将林宝琦招安，但林在收编点名前夕被福鼎佺枪杀。7月奉调离任。[1]
