2021年5月立法院通過《國家重點領域產學合作及人才培育創新條例》（產學創新條例），開放國立大學與企業合設研究學院，以配合行政院的「重點產業高階人才培訓與就業計畫」[2][3]，隨即教育部陸續核准成功大學、陽明交通大學、臺灣大學及清華大學成立產學合作相關的半導體學院。
2022年2月21日，國立臺灣科技大學獲得教育部核准，成立產學創新學院，是繼成功大學、陽明交通大學、臺灣大學、清華大學第五所獲核准此計畫的國立大學，並自2022年4月開始招收第一屆學生，9月分入學就讀[4][5][6]
