日本的公務員主要分為兩大類，各自按國家公務員法及地方公務員法和相關法律執行職務：

國家公務員：從屬日本國政府及獨立行政法人的公務員，約60萬人，當中24萬人屬自衛隊中的脚本错误：没有“ilh”这个模块。。
地方公務員：從屬地方公共團體的公務員，約295萬人。

在日本，每1,000名國民平均由約30名公務員服務，比例屬主要國家中最低（如美國比例為千人對約80人，法國比例為千人對約85人，德國比例為千人對約55人）^[2]。
