王鸿宾1960年1月13日出生于中华人民共和国四川省苍溪县运山镇山村，毕业于四川大学哲学系本科，后出国，在法国社会科学高等学院政治法律所读完研究生。2014年11日任台湾明道大学客座教授。
现任瓦努阿图驻联合国副大使，瓦努阿图共和国驻联合国亚太经社理事会永久代表，瓦努阿图共和国驻泰王国总领事馆总领事。
同时任世界一带一路组织主席、世界一带一路基金会主席、世界区块链联盟主席、中国东盟投资总会主席；世界一带一路电视台主席、世界区块链频道主席；欧亚影业董事局主席，泰玺投资集团主席。
