在这一称号出现之前，已经有“祸港四青”一词来指代参与2014年“雨伞革命”的梁天琦、黄台仰、周永康和黄之锋四名香港青年。[7][8]
“祸港四人帮”称号来自2019年8月18日中共中央政法委《长安剑》的文章《“祸港四人帮”十四宗罪》[9][10]，同日，私营媒体观察者网发表独家报道，称“祸港四人帮”在8月初与美国国家安全领域专家克里斯蒂安·惠顿（Christian Whiton）在高级餐厅“密会”。[11]次日，《人民日报》发表评论员王平文章《看清“祸港四人帮”的真面目》。[12]

中国民运人士王丹表示，此宣传口径与镇压“六四事件”手法如出一辙。[13]
法国国际广播电台香港特约记者甄树基称，新华网官方微博使用漫画对此四人作出人身攻击，[14]是回到文革时代的批斗手法。[15]
复旦大学中国研究院院长张维为接受央视《热评》采访时指出，整个抗议过程中“祸港四人帮”和美国、英国的领馆人员一直在接触。[16]
