蔡曾於2002年署任庫務局助理局長[4]，後來於2008年7月上任[2]差餉物業估價署助理署長（行政及職員培訓）[1]，並曾在上任當月短暫同時署任政府產業署署長[5]。2014年5月，原差餉物業估價署副署長鄧炳光升職為署長[6]，由蔡於兩個月後升職接替其原位[2]。2019年1月14日，時任署長的鄧開始退休前休假，其位由蔡繼任[2][3]。
