蔡長昆生於1960年3月2日，為臺灣省雲林縣人，畢業於雲林縣立麥寮國民中學（今雲林縣立麥寮高級中學國中部）。曾任雲林縣柯蔡宗親會第14屆理事長、麥寮鄉南六村巡守隊顧問、麥寮鄉第19、20屆鄉民代表及第20屆鄉民代表會主席。[1]
2018年麥寮鄉長選舉中，時任麥寮鄉鄉長許忠富原本對外宣稱有意連任，地方人士皆予禮讓，詎料許忠富與立法委員蘇治芬合謀，意圖確保民主進步黨在當地執政[2]，於8月底截止登記參選前數小時遽然公布不競選連任[3]，隨由蔡長昆以無黨籍（無政黨推薦）身分登記參選，形成同額競選，僅須獲得5分之1同意票即可當選，使地方有識之士極為不滿，組成「廢票聯盟」以示反對[4]，是為「麥寮鄉長事件」。9月7日，蔡長昆獲民主進步黨補徵召參選。[5]
地方對蔡長昆的風評有好有壞[4]。蔡長昆最後以8068票當選，但此次「無效票」（廢票）高達1萬6083票，廢票是得票的兩倍，為臺灣政治史上空前之紀錄[6]。
