高天民是林春生在三重正義國小的同班同學，在1997年與林春生、陳進興共同犯下白曉燕命案震驚全臺。在逃亡途中，綁架臺北縣議會議員蔡明堂及臺北市北投區陳姓商人。
8月19日，和林春生在臺北市中山區五常街與警察發生槍戰，林春生被趕來支援的警察擊傷，跑進一條防火巷內，舉槍自盡。警員曹立民因公殉職，高天民搶奪一輛機車，由建國北路附近逃脫。同年10月23日與陳進興闖入臺北市羅斯福路一段的方保芳整型診所，強迫醫師方保芳為其整型。高天民與陳進興並殺害診所中的方保芳夫婦，陳進興並姦殺其護士鄭文喻。
相較於屢屢性侵害婦女的陳進興，高天民則寧可買春。1997年11月17日，高天民到臺北市石牌，在石牌路一段71巷的一間公寓內的色情按摩店尋歡作樂，與接獲線報的警方在屋內發生槍戰，警員林正弘負傷後送醫無大礙。高天民多次企圖逃離現場，被現場員警火力壓制，只好退回，警方集結特勤人員實施攻堅，高天民眼見無路可逃，在最後一間臥室內舉槍自盡。
