其于2016年5月31日建立，目的是用于安置萌娘百科过去收录的涉及色情和政治敏感题材的条目，以应对萌娘百科转移到中国大陆后的网络审查，尽管网站创建初期被视为萌娘百科的“里站”，但现时萌娘百科和H萌娘互不承认其关联性。H萌娘也拥有其原创色情条目和政治类条目，其中色情类条目涉及里番、性教育、性癖好等亚文化话题，政治类条目涉及ACG相关政治敏感事件、膜蛤文化、键盘政治等亚文化话题[2][3]，但网站原创条目质量及中立性较萌娘百科更为参差不齐[4]。H萌娘也有自己的安卓客户端[5]。
为防止被防火长城屏蔽后牵连其它站点，此站点所用域名与其他分站域名后缀（moegirl.org.cn）均不相同，且与“萌娘共享”的图片共享功能也已被切断[6]。截止目前，除非使用代理或站点提供的连接工具，否则中国大陆地区无法访问[7]。在萌娘百科注册的账号最初可以直接登录H萌娘，萌娘百科将服务器完全迁入中国大陆后，账号不再互通，但在这之前已经注册的用户仍可以使用萌娘百科账号来登录到H萌娘。
2022年9月1日，大量用户表示H萌娘无法访问，而H萌娘App的下载页面也显示“Site not found”[8]。截至2025年2月6日，H萌娘并未对此事作出官方回应，询问H萌娘巡查员得到的回应是“无可奉告”[9]。
