由国务院发展研究中心主办，第一届论坛于2011年11月28日至30日在广州白云国际会议中心举行。[1]1996年诺贝尔经济学奖得主詹姆斯·莫理斯作为主要演讲人在大会上发言。[2]该论坛旨在召集环境领域决策人，学者和商业领袖，共同商讨应对世界上发展最快的国家所面临的低碳经济挑战。在全球变暖的背景下，促进中国的节能减排。[3]
