林肇富為台灣首位獲得福井直秋獎學金之人，他前往日本武藏野音樂大學修讀碩士學位，主修大提琴，在校期間於日本東京舉辦個人獨奏會。 [2] 返國後回台投入音樂教育，林肇富主要任教於台灣師範大學，並擔任台灣師範大學弦樂團之指揮，[2] 他曾經擔任中華民國訪菲交響樂團、臺北市立交響樂團大提琴首席以及臺灣室內管絃樂團之指揮與音樂總監。[3]林肇富也積極擔任臺灣各項音樂活動之評委，如：分別於1995年、[4]1996年、[5]2001年[6] 擔任奇美藝術獎之評審委員，以及多次擔任台北亞太管樂協會比賽評審。[7] 林肇富發行許多音樂相關著作，如《大提琴的藝術》，[8]以及《大提琴的技巧研究》。[9] 並出版多張演奏專輯：《巴哈六首無伴奏大提琴組曲》、[10]《恬美饗宴》、[1]《台灣風情: 風華再現》等，[11] 其中《恬美饗宴》於1993年金鼎獎唱片類「最佳演奏」的佳績。[12]此外，林肇富更以多年的教學經驗編寫以及監製許多音樂教材，如:《大提琴名曲集》、[13]《120首大提琴練習曲》、[14]《精選240首大提琴視奏練習》等。[15]
