組建香港臨時政府運動是指自2019年10月4日起，由香港反對《逃犯條例》修訂草案運動的示威者在LIHKG討論區發起，並由各地宣讀《香港臨時政府宣言》的港人所號召建立臨時政府之運動。
《香港臨時政府宣言》中認為香港特別行政區政府已經受中華人民共和國全面性控制，並不能夠代表香港民眾[1]，並宣布臨時政府將接管香港特別行政區政府並重組香港立法會[2][3]。不久後，抗議運動不了了之。

香港特別行政區政府於2019年10月4日宣布引用《緊急清況規例條例》中提及之權限，通過《禁止蒙面規例》，引發港人不滿[4]。
在LIHKG上的討論[编辑]
2019年10月4日，《香港臨時政府宣言》在LIHKG討論區發表[5]。之後，開始有網友號召當晚在各區宣讀《香港臨時政府宣言》[6]。
10月5日，《香港臨時政府約法十條》發布[7]。
第一次集會[编辑]
部分港人於4日深夜發起遊行，高呼口號[4]，並於馬鞍山新港城中心和荃灣宣讀《香港臨時政府宣言》[8]。

《香港臨時政府約法十條》內容[编辑]
《香港臨時政府約法十條》就《宣言》，向香港全體居民宣布，成立香港臨時政府，香港主權屬全體香港居民所有。
中華人民共和國嚴重違反《中英聯合聲明》，沒有承諾為相關特別行政區帶來《中英聯合聲明》及《中華人民共和國香港特別行政區基本法》所賦予的民主、自由等公民權及政治制度。在香港人作出多次抗議後，中華人民共和國及香港特別行政區政府採取打壓態度、阻止香港民主進程前進，令港人無法忍受，故成立此臨時政府。
現告十令，暫作香港政局之敕處：
一）香港主權屬全體香港永久性居民所享。
二）香港所有成文法、不成文法及相關所有習慣法例，將依舊實行。
三）因中華人民共和國違反《聲明》及《基本法》，故香港特別行政區之行政長官、政府官員均已喪失其治港正統權，此乃我等港人之同議。
四）香港臨時政府繼承香港特別行政區政府，正統性地宣治香港之行政權、立法權、司法權及所有治理權。
五）繼承香港特別行政區所有行政權、立法權、司法權及所有治理權，包括所有政府部門。
六）香港居民之所有生活不變，並享有所有公民權利。
七）本府政體有待約議，將於民主、自由、平等三範疇體制下訂立。
八）香港臨時政府應於民選成立立法機關後、民選而舉一政府元首，而後再訂承政體。
九）尊重一切香港居民政治自由、集會自由、示威自由。
十）無統一思想，僅以港為本、以良知為本、以自由民主為本。
政府組織[编辑]
根據《香港臨時政府宣言》，原有之特區政府行政長官、各司長、各局長及副局長，各部門首長及副首長立即離任並懸空職位，直至臨時政府委任[9]。
國際上的迴響[编辑]
10月5日，袁紅冰發表專文，號召建立支援香港大反抗運動國際志願團[10][11]。
評價[编辑]
美國共和黨海外分部發言人俞懷松（Solomon Yue）於2019年10月5日表示，此舉可能為中國大陸之假示威者滲透，為了給人民解放軍理由進入香港所發出的假宣言[12]。
民主建港協進聯盟（建制派）立法會議員葛珮帆表示，此舉既不智又危險，她認為香港不可能獨立[13]。
中國民運人士張林表示，因為被中華人民共和國逼得走投無路，所以香港正走在獨立的道路上[14]。
學生獨立聯盟發言人雷晨表示，香港有四分之三的人民反對特區政府，故否定之完全合理，不過他也表示除正當性外，還須考慮可行性及實踐性[15]。
台灣獨立運動律師傅雲欽表示，樂見臨時政府取代特區政府，不過也表示，台灣獨派應該要分清楚何為建政，何為建國[16]。
